Economic viability of fertiliser use in Uganda's agriculture

Abstract: We examine the viability of inorganic fertiliser use in Uganda, using the 2005/06 Uganda National Household Survey data. We also explore the farmers’ characteristics under which fertiliser use is more profitable. We find that inorganic fertiliser use is more profitable for only a few crops and less profitable or unprofitable for most crops, even when their yield is high. Furthermore, we find that farmer profit with fertiliser use increases with access to extension services and/or use of improved seeds. Thus, blanket promotion of fertiliser use, without a case-by-case consideration of fertiliser-crop profitability is likely to be counter-productive to the drive of increasing agricultural productivity and household income in Uganda. Hence, the drive to increase fertiliser use in Uganda can succeed only if farmers are widely sensitized not about the potential of fertiliser to increase yield but the crops on which fertiliser use is more profitable and the preconditions for its profitability.

Abstract: Uganda faces a wide range of development challenges, among them regional and seasonal food insecurity and varying degrees of adult and child malnutrition. This paper provides a brief review of topics and available evidence regarding agriculture, food security and malnutrition in Uganda. It is intended to document important source material and provide an overview of topics for non-specialists or those moving into new areas of concern.

Renewable energy: its contribution to improved standards of living and modernisation of agriculture in Uganda

Abstract: The biomass energy sub-sector is the major source of fuel in Uganda, providing over 90% of national energy demand. Biomass energy is mainly used for cooking and space heating. Investments in conventional forms of energy will have limited impact on most people in the country because of the high costs and limited access. Further development of the renewable energy sector to supply modern forms of energy will contribute to improving the livelihood of the rural poor in Uganda. Agriculture, the major source of income and employment in Uganda still relies heavily on iron and stone-age technologies and techniques for farming, harvesting and processing. Development and adaptation of appropriate environmentally sound renewable energy technologies will go a long way in improving the livelihood of rural Ugandans and modernising agriculture. This paper examines past interventions, and discusses some of the energy options that are bound to improve the standards of living and modernise agriculture in Uganda.

Selective logging and the economics of conserving forest wildlife species e.g. orangutans

Abstract: Analyzes the economics of alternative allocations of forested land for uses (dominant-use vs. multiple use) to ensure the survival of a viable population of a forest-dependent species, e.g. the orangutan. The alternatives are (1) setting aside a sufficient fully protected portion of the forest and allowing the rest to be used for intensive logging and (2) fully protecting none of the forested area but allowing a sufficient portion of it to be lightly (selectively) logged to ensure the survival of the population of the focal species with the remaining land (if any) being available for intensive use.

On the economics of forests and climate change: Deriving optimal policies

Abstract: First-best optimal forest sector carbon policy is examined. Using a forest and energy sector model with a carbon cycle module we show that the renewability and carbon neutrality arguments do not warrant emission free status of wood use. As a general optimality principle, the release of carbon is penalized by a tax and carbon capture is subsidized. However, under the biomass stock change carbon accounting convention, the land owners pay for the roundwood emissions and, to avoid double counting, the use of roundwood is treated as emission free. Yet, the carbon accounting convention followed does not affect the equilibrium outcome. The bioenergy from harvest residues is not emission free either. Furthermore, we show that an optimal policy subsidizes the production of wood products for their carbon sequestration. Correspondingly, carbon removals by biomass growth are subsidized and the harvest residue generation taxed. Numerical solution of the model shows that, although the use of wood is not emission free, it is optimal to increase the use of wood, possibly also in the energy sector. Before the wood use can be increased, the forest biomass will be increased. This carbon sink decreases the net emissions until the forest resources reach a new equilibrium.

Multiple motives of family forest owners in their speech about forest-related decision-making

Abstract: Family forest ownership incorporates economic as well as several other motivations. While traditional rural livelihood has lost significance in the Nordic countries, multiple motives of forest owners have risen to the forefront of guiding owners' forest management behavior. At the same time, the requirements of international forest and environmental agreements force national policies to safeguard biodiversity and pay attention to many other ecosystem services more efficiently. The recent success of voluntary biodiversity protection schemes in Finnish family forests has raised the need for investigating further the emotional factors that affect forest owners’ behavior and decision-making. The present paper assesses the values and attitudes beneath forest owners' speech about their decision-making. Semistructured research interviews with 30 family forest owners from Finland were systematically examined from the perspectives of biodiversity and multiple use attitudes. The results show a broadness of multiple motives and their confounding with small-scale proactive protection of important values in holding level. The findings encourage policy-driven forest informing and holding-specific forest planning to consider the biodiversity-related values and goal frames that are present in owners’ decision-making. From a broader view, forest informing is recommended to be developed as instrumental soft governance, along with efficient economic incentives.
