School of International Tropical Forestry

The school of Tropical Forestry was established in 1996. It's primary function is to train professional foresters to manage the country's rich forest resourcers as well as to further developed the wood-based industries and eco-tourism sector of the country. 
The School offers Bachelor of Forestry Science and Graduate studies on forestry related fields.

The School currently has four programs namely International Tropical Forestry, Nature Parks and Recreation, Forest Plantation and Agro-forestry and Wood Fiber Industries and Technology. Competent teaching staff specialized in various disciplines related to forestry, wood industries management, nature parks, recreation management, forestry plantations and agro forestry.



Tropical Biology and Conservation Research Institute
  • To be a research and reference center in the field of tropical biology and conservation,
  • To be a reference point for local biodiversity; to aid in management and environment impact assessments,
  • To carry out studies on tropical rainforests and freshwater ecosystems as well as the conservation of these habitats and their inhabitants,
  • To provide well-trained and skilled manpower in the fields of tropical biology and conservation through long and short-term research/training programmes and postgraduate supervision,
  • To disseminate biodiversity knowledge by organizing conferences and workshops.
Tropical Biology and Conservation Research Institute (ITBC) was founded in 1996. With the coordinating assistance of the Institute, local and international scientists can better explore the diverse terrestrial and freshwater ecosystems of the tropics, especially Sabah.
The objectives of the Institute are as follows:

Biotechnology Research Institute
  • To promote research and postgraduate training through a demand-driven education programme in the field of biotechnology;
  • To undertake strategic biotechnology research in key areas relevant to the geographical location of Universiti Malaysia Sabah;
  • To serve as a facility centre housing high-end analytical equipment;
  • To serve as a biotechnology hub for Sabah and its surrounding regions;
  • To develop corporate partnerships to help drive the nation's biotechnology industry;
  • To create and encourage an entrepreneurial culture among UMS researchers in the commercialisation of biotechnology R&D outputs;
  • To support and contribute to the nation and Sabah bio-industries.
The Biotechnology Research Institute (BRI) was established in January 2002 to function as a Center of Excellence in the field of Biotechnology at Universiti Malaysia Sabah (UMS). The establishment of BRI is in tandem with the nation's efforts to promote research and development in biological or life sciences for the improvement of the quality of human life in relations to medicine, food, agricultural science and environmental protection.

Description:
This University was established on 24th November 1994. The ninth university in Malaysia expanded rapidly since the early days of its inception. The management office that started activities at the Ministry of Education, Kuala Lumpur later on shifted to Kota Kinabalu. Teaching and research commenced in 1995 in rented buildings. The physical development of permanent campus on a 999 acre piece of land began in earnest in August 1995. The University's occupation of the permanent campus started in 1999 and completed in 2000.

 In the meantime, the government also granted approval to UMS to set up a branch campus in the Federal Territory of Labuan. Years that followed the acquisition of building facilities for teaching, learning and research have witnessed the emergence of an increasing number of schools, centres and units. Since its birth, the development of UMS is progressing at a tremendous pace, and the university is fully committed to achieving the highest standards of quality in both academic and non-academic activities. Accommodation detailsStudents are offered a very supportive atmosphere while studying at UMS. The halls of residence provide a clean, comfortable and affordable environment in which to pursue studies and extracurricular activities. 
The accommodation consists of terraced houses and apartments. There are residential blocks called 'Kampung' AB, CD and E within the University campus. The rest are situated outside in three localities, all within easy driving distance. They are Kolej Kediaman Indah Permai and Kolej Kediaman Kingfisher. Each apartment/house is modestly furnished.

UNIVERSITI SAINS MALAYSIA ( USM )

The School of Industrial Technology (Malay: Pusat Pengajian Teknologi Industri, PPTI) is one of nineteen schools in USM, Malaysia. It has emerged from the School of Applied Sciences which was established during the inception of the university. 

The name of the school was changed to the School of Engineering Sciences and Industrial Technology in 1984. However, in 1986, the engineering programme was shifted to a new campus at Tronoh (and later moved to the present Engineering Campus at Seberang Prai Selatan, Penang). Since then, the School of Industrial Technology has undergone rapid development to achieve its present position among academic institutions in the country. 

The last two decades have witnessed various advances, developments and achievements of the School pertaining to academic programmes, research and development, consultancy, community services and many others. The School is recognised as an advanced centre of learning as well as providing training and research facilities in several areas of industrial importance. The academic staffs, numbering about 30, are mostly Ph.D holders with extensive professional experience in industry, research, consultancy, technology transfer and training. 

 The School has modern research and training facilities equipped with state-of-the-art instruments and machinery backed up with competent support staff and excellent infrastructure.


Programmes offered ;
The School offers three programmes at undergraduate level leading to the Bachelor of Technology
  • Bio-resource, Paper and Coatings Technology,
  • Food Technology and
  • Environmental Technology.
Each of the three programmes has its own distinct curriculum spread over three to four years (6-8 semesters) (Four years for Food Technology). The main objective of the undergraduate programme is to train and produce highly qualified and competent technologists in their respective specialisation to serve the industry and public sector in the country.

The comprehensive three-year programme is designed to cover the fundamental science courses as well as engineering and technological aspects of processing/production, preservation, analysis, quality control, maintenance, etc. The technological component is progressively increased as the student move into higher level of study. Every student is also required to undergo a minimum of eight weeks industrial training at the end of the second year. The School of Technology Industry, USM has successfully produced highly qualified graduates/technologists who have been widely accepted by both the public and private sectors.

In 1969, this University was established in response to the need for a larger campus with a more conducive environment, appropriate to the needs of the future of the country. It has been developing and expanding since its inception, which started with the enrollment of 57 science based students. Course summary 

This program is a three year or six semester program with each semester consisting of sixteen weeks. In addition to theoretical and laboratory work, students are also required to undergo practical training at various wood-based industries. This is to enable students to integrate the academic principles that they have learned with actual industrial practice and to familiarize them with the working environment.

 Graduates will have the opportunity to further their studies locally or overseas, in the fields of wood science and technology, forestry, marketing, business management, finance or accounting. UiTM offers BSc. (Hons.) Furniture technology is for graduates of this program with a one-year exemption depending on their performance at the diploma level. 

Graduates from this program are accepted for employment by government agencies and the private sectors as assistant technical officers, assistant quality control officers, marketing officers and management executives.

UNIVERSITI OFFER THE WOOD PROGRAM

The Malaysian timber industry is one of the major revenue contributors to the country’s
economy. In 2008, timber and timber products contributed an estimated RM22.5 billion
or 3.3 per cent of the total merchandise exports valued at RM674 billion. The timber industry has also provided employment to about 300,000 workers. 


Malaysia is one of the world’s largest exporters of tropical timber and has also established itself as a major producer and exporter of sawn timber, panel products (plywood, medium density breadboard and particleboard), €fooring, doors and other joinery products.

During the First Industrial Master Plan (1986 to 1995), activities in the timber industry were mainly concentrated in the production of logs, sawn timber and plywood with special emphasis on value-added processing. In the Second Industrial Master Plan (1996 - 2005), value-added processing was further intensive with exports of timber and timber products which grew at an annual average rate of five per cent. The export of furniture was the main contributor to this growth with an annual average rate of 11 per cent or RM5.8 billion.


During the Third Industrial Master Plan (2006 to 2020), exports of the timber industry is
targeted to grow by 6.4 per cent per annum to RM53 billion. The main contributors to this targeted growth will be furniture and panel products, such as medium density fiberboard and plywood. The timber industry is characterized by both upstream and downstream activities. Currently upstream activities involve the systematic and sustainable harvesting of natural forests and forest plantations. 


Downstream activities cover primary, secondary and tertiary operations, ranging from the processing of raw materials (logs) to the manufacture of semi-finished and finished timber products. In 2008, an estimated 60 per cent of the export value, under the current structure of the timber industry, is derived from primary activities which include harvesting of logs, and the processing of sawn timber, plywood, veneer, fiberboard and particleboard. Meanwhile the remaining 40 per cent of the export value is derived from secondary and tertiary activities related to the manufacture and exports of mouldings, €flooring, laminated veneer lumber, laminated timber, furniture, builders’ joinery and carpentry.

During the Third Industrial Plan (IMP3) period, the timber industry is expected to overcome several challenges. These include the need to address issues pertaining to the supply of raw materials, skilled manpower, adoption of advanced technologies, emphasis on research and development (R&D) and the increasing requirements for legal and sustainable timber in the world market.

NATIONAL CERTIFICATE SKILL STRUCTURE

Technical Vocational Schools at Secondary School Level (Form 4 and Form 5)
Technical and vocational education under the Ministry of Education begins at the primary school level. At the primary level, students are introduced to the study of pre-vocational subjects that cover various aspects of manipulative skills. 

As the students progress into the lower secondary level, pre-vocational education is continued through a Living Skills subject, which provides students further exposure to various areas of simple vocational skills. The upper secondary level (Form 4 and Form 5) is the level where technical and vocational education formally commences, as mentioned earlier. 

Here, the technical and vocational schools offer the same core subjects as normal academic schools. These cover several core subjects for the languages, mathematics, and sciences but in addition the students are required to take selected technical and vocational subjects from a group of several different options.

  • Secondary Technical Vocational School has 3 streams for selection:
    • Technical Stream (mechanical, civil and electrical engineering, agriculture science & commerce subjects)

  • Entry Requirements and SPM Examination;
  • The general entry requirement is the Lower Secondary Assessment (PMR) certificate and the school fee is RM35 per year, for a duration of 2 years (Form 4 and Form 5). Upon completing 2 years of studies at this level, the technical or vocational school students are required to sit for the common public examination called the Malaysia Certificate of Education or Sijil Pelajaran Malaysia (SPM) examination similar to those academic school students from the secondary academic schools. However students from the Skill Training stream will sit for Sijil Kemahiran Malaysia* (Malaysian Skill Certificate) after which a government skill qualification is awarded for Level 1, 2, 3, 4 & 5.



The Ministry of Higher Education

Technical and Vocational Education at Post Secondary Level
This post-secondary level of technical education, which is under the jurisdiction of the Ministry of Higher Education, comprises the following public institutions:

(i) Polytechnics
  • IntroductionThere are currently 19 polytechnics in the country conducting technical and vocational education offering 37 diploma and 26 certificate programmes covering study areas like engineering, commerce, food technology, marine, hospitality and Design. 

  • As at September 2003, there is a total student enrolment of 50,232 where 23,937 of them are undergoing course at the certificate level while the remaining 26,295 are studying at the diploma level.

    The primary objective for the establishment of polytechnics is to provide broad-based education and training to upper secondary school leavers to become skilled personnel in the various engineering fields, commercial and service sectors, and upon graduation to become qualified technicians, technical assistants (assistant engineers), technologist and technicians at the semi-professional level as well as at the junior and middle executive levels.
     
  • Duration and Fee All study programmes are conducted full-time at Certificate and Diploma levels. The duration for all certificate courses is 2 years (4 semesters), while the duration taken for all diploma courses is 3 years (6 semesters) with the exception of Diploma in Shipping (7 semesters) and Diploma in Secretarial Science (4 semesters).

  •  The course fees for both the Certificate and Diploma levels are about RM200 per semester.

(ii) Community Colleges
  • Introduction;
  • Community Colleges were first established by the government in the year 2000 with the primary objective of providing alternative skill training and education for secondary school leavers and those who have left the formal education system. The first intake of students by 12 community colleges for the academic session 2000/2001 was 1255.

    Currently there are 34 community colleges in the country with an enrolment of about 6,000 students. It was proposed to have a community college in every parliamentary district to offer flexible training and retraining programmes as needed by the market as well as the local community.
     
  • Duration and Entry Requirements
    These colleges conduct technical & vocational education at the Certificate and Diploma levels, for school leavers who have previously had at least 11 years of schooling and obtained the Malaysian Certificate of Education (Sijil Pelajaran Malaysia).
  • The minimum duration of studies for a Certificate course is 4 semesters while the maximum duration is 10 semesters. The Diploma course, that usually takes 2 semesters, is offered to students who have successfully completed their certificate course with good grades.
     
  • Course Offered
    The courses offered are in areas of agriculture; building; business; electrical engineering; health science hospitality & tourism; human development; vehicles; performing arts/visual; and information & communication technology. In addition, short courses are also available in 12 notable areas of computer; electrical; vehicles; industry; apparel; beauty therapy; nutrition; languages; decoration; building; motivation; and generic skills.

(iii) Technical University Colleges
  • Introduction
  • In order to upgrade the image and professional level of technical and vocational education due to the increasing importance of employment in the industrial sectors, the government has, since 1999, set up 5 technical university colleges to focus on higher technical education offering engineering and related technical programmes designed to produce graduates with strong theoretical and cognitive knowledge and who possess high competency in application skills. 
  • They are:
    • Kolej Universiti Sains dan Teknologi Malaysia (KUSTEM) established on 15-7-1999
    • Kolej Universiti Teknologi Tun Hussein Onn (KUiTTHO), established in 2000
    • Kolej Universiti Teknikal Kebangsaan Malaysia (KUTKM) established on 20-9-2000
    • Kolej Universiti Kejuruteraan Utara Malaysia (KUKUM), established in 2002
    • Kolej Universiti Kejuruteraan & Teknologi Malaysia (KUKTEM), established in 2002

    These technical university colleges offer programmes at Diploma and Bachelor degree levels. Some of them are also offer post-graduate studies in various technical fields. The establishment of these universities is to complement the existing 11 public universities.

(iv) Public Universities

There are currently a total of 17 public universities in the country which is inclusive of the abovementioned 5 technical university colleges. Besides the 5 specialist technical universities colleges, many of the regular public universities, particularly the Universiti Teknologi Malaysia (UTM) offer many technical and technological as well as engineering programmes leading to diploma and degree qualifications. 

However, the places of study available are not sufficient to meet the demand of the SPM or STPM holders. The total student enrolment as at academic session 2003/2004 was 282,560.

  • Other Providers;
  • In the meantime, as for technician/sub-professional and craft-level courses, the government training agencies which are involved in conducting training for student trainees include the Ministry of Human Resources.
  • These agencies carry out the programmes through Industrial Training Institutes (ITIs), MARA, under the Ministry of Entrepreneur Development, through the Skills Training Institutes, the Ministry of Youth & Sports through Youth Training Centres, and the Ministry of Welfare Services through its Training Centres.
  • In addition, training is also conducted by the Ministry of Agriculture to produce Junior Agricultural Assistants at the Agricultural Institute. Mention must also be made of the training conducted by the Standards and Industrial Research Institute of Malaysia (SIRIM) in various specialised fields for the public and private sectors, as well as training by the National Productivity Centre for the public and private sectors in areas of management and administration.
The Ministry of Human Resources

The Ministry of Human Resources (MOHR), through its Manpower Department, is one of the major providers of skill training programmes ranging from craft skill level to advanced technical skill level in the country.

The skill training programmes of the Manpower Department are conducted through the following Government institutes:
  1. Industrial Training Institutes (ITI), offering craft/vocational to technician courses.
  2. The Centre for Instructor and Advanced Skill Training (CIAST), producing highly vocational skilled instructor.
  3. The Japan-Malaysia Technical Institute (JMIT), offering advanced technology courses
  4. Advanced Technological Training Centres (ADTEC), offering advanced vocational courses.


Intakes are usually conducted in January and July. Advertisements would be placed in all major newspapers in March and September. For further inquiries ;

Institutionalized Training - IKBN

Institutionalized training can be defined as part-time skills training which is conducted at Institut Kemahiran Belia Negara (IKBN) located throughout the country. There are various skills areas being offered, such as Mechanical, Automotive, Electric, Electronic, Civil Engineering, Hospitality, Textile & Apparel and Personnel Services based on the accreditation system of Sijil Kemahiran Malaysia (SKM) and Jabatan Bekalan Elektrik dan Gas (JBE & G). 

National Youth Training Institutes (IKBN)
  • Introduction
  • The National Youth Skill Training Institutes
  • (Institut Kemahiran Belia Negara, IKBN) were established by the Ministry of Youth and Sports in the year 1996, with its original intention of reducing unemployment rate among school dropouts and enabling them to acquire jobs. 
  • Thereafter its training programmes were expanded towards human resource development by training as many youths as possible in the field of technical skills so as to produce skilled workers to meet the needs of the industrial sector.

COMPETENCY BASED SKILLS TRAINING

Competency-based training is one of those over-used (buzz) phrases in the training world. Everyone wants it (or does it), but few people understand what it really means.
For starters, it's important to define the word "competency." 

A competency is a set of knowledge, skills, behaviors, attitudes and characteristics that distinguish one person from another. Functional competencies relate to technical knowledge or skills required by a particular field or profession (e.g., accounting principles).

Personal competencies are individual attitudes and skills required to handle professional relationships and facilitate learning and personal development (e.g., communication). Business competencies relate to the ability to view issues or situations from a business perspective (e.g., strategic or critical thinking).

For any job, it is possible to identify the functional, personal, and business competencies required for superior performance. Once identified, these competencies can be used for selection or development of employees. Just as performance-based interviews can help to identify qualified job candidates, competency-based training can ensure that employee development is directly tied to job performance.

Developing competency-based training requires performing a job skills analysis. You must look at every job description in the organization and ask:
  • What knowledge and skills are required to perform this job?
  • What level of competence is required to perform this job?
Once competencies are defined, training can be organized to support performance at different levels - from entry-level to upper management. And, the level of competence required for performance can be established



What is a unit of competency?

The competency standards in a Training Package describe work outcomes. Each unit of competency describes a specific work activity, conditions under which it is conducted and the evidence that may be gathered in order to determine whether the activity is being performed in a competent manner. 

By examining different aspects of the unit of competency, you will be able to gain answers to the following questions:
  • What is the work activity?
  • What does the work activity involve?
  • What skills are needed to perform the work activity?
  • What level of skill is needed?
  • What are the conditions under which this work activity may be conducted?
  • What evidence is needed to prove that a person is competent?
  • What knowledge and skills are needed to perform this work activity?
  • What generic work skills are needed?
  • Where should evidence be gathered?
  • What resources are required to gather the evidence?
National standards define the competencies required for effective performance in the workplace. A competency comprises the specification of knowledge and skill and the application of that knowledge and skill at an industry level, to the standard of performance required in employment. Units of competency can be either industry or enterprise based. 

Units of competency can be downloaded from the National Training Information Service database.

MALAYSIA SKILLS CERTIFICATE

Organization

The agency is led by a Director General and immediately assisted by a Deputy Director General. The Director General is also assisted by a Legal Adviser. Jabatan Pembangunan Kemahiran's functions are further delegated to 14 agencies. Each agency is led by a director. 

Malaysian Skill Certificate
Sijil Kemahiran Malaysia or Malaysian Skill Certificate is the major function of Department of Skill Development.

The Skill Certificates are obtained through :
i) Accredited Training Institutions Trainees can attend training programs at accredited centers.

ii) Industry-Oriented Training
Apprenticeship training courses in the National Dual Training System is carried out in approved institutes.

iii) Pengiktirifan Pencapaian Terdahulu(PPT) / Recognition of Prior Achievement
Trainees or trainers can convert their past experience (either in work or training) into Sijil Kemahiran Malaysia. Different extent of experience will give different level of certificate. In other words, Malaysian can actually be awarded with Malaysian Skills Certificates without having to undergo the formal courses. 

They are just need to submit proof of such experience and the evidence will be reviewed by the relevant officers and are confirmed by the Pegawai Pengesahan Luaran, who is usually from the Jabatan Pembangunan Kemahiran. 

Jabatan Pembangunan Kemahiran Accredited Centers
Malaysian Skills Certificates are awarded if trainees complete the course at the centers accredited by the agency. Accredited centers are divided into :

1) Public Approved Centers 2) Private Approved Centers 30 Industrial Approved Centers 4) Association Approved Centers 5) National Dual Training (NDT) Approved Centers
Accredited centers are the institutions that offer training courses approved by Jabatan Pembangunan Kemahiran. 

National Occupational Skills Standard
National Occupational Skills Standard (NOSS) specifies level of competency required by a worker to perform specific job. This includes segregation and ranking of a field into different levels of competency. Each level is attached to different level of Malaysian Skills Certificate. 

The specific skill training in order to obtain each level of competency is elaborated in a syllabus, which defines National Occupational Skills Standard (NOSS).
Written materials for each course is usually prepared by the respective accredited training centers;
